Carlos Zavala

Carlos Zavala Ruiz, is a graduate of Instituto Tecnológico y de Estudios Superiores de Monterrey with a degree in Bussiness Administration. He has more than14 years of experience in the healthcare field in Mexico. Coming from a familyof doctors, Mr. Zavala started in the cross border healthcare business 12 yearsago as a consultant to a TPA (Third Party Administrator) called Latino HealthFoundation, who was responsible for the administration of a cross border healthplan that US companies where purchasing for their employees. After one year of consulting, LHF waspurchase by Transborder Resources de Mexico, who then decided to move all ofits operation from San Diego, Ca to Tijuana, Mexico hiring Mr. Zavala as theirfirst Mexican employee giving him the title of Regional Manager. After 1.5years, he became Vice-President of Operations, running offices in Tijuana, Monterrey, Mexico and Guadalajara.Here at TRM was where he developed a strong knowledge in the cross borderhealthcare field, primarily in the operation of HMO type healthcare programsand in the development and contracting of medical networks in Mexico. After3.5 years of working for TRM, he remained for one more year, as a personalconsultant to his old company. Additional to this, 1997 he was Co-Founder of Institutode Radioterapia de Baja California one of the only 2 private radiotherapycenters in Baja California, Mexico. In 2004, as a consultant, he join HospitalAngeles Tijuana part of Grupo Angeles Servicios de Salud the largest private hospitalorganization in Mexico with over 22 Hospital across the country.

He currently holds theposition of Director of Business Development for Hospital Angeles Tijuana,where one of his main goal, is to offer the services of HAT and it’s medicalnetwork to the major healthcare carriers in Southern California (HMO’s,Insurance Companies, TPA’s) and Medical Tourism companies.
